That is the trade behind a 24/72: more crews on the roster, shorter average weeks, and three full days off after every tour. Adding platoons costs headcount but buys back hours and recovery.

Where overtime comes from

Fire and EMS agencies do not measure overtime the way a 40-hour office job does. FLSA Section 7(k) is the public-safety exemption that lets them declare a work period of 7 to 28 days and pay overtime only on the hours above a set cap for that period.

For fire protection employees, a 28-day work period caps straight time at 212 hours (29 CFR 553.230). A straight 24/48 runs about 224 hours across that same 28 days, so roughly 12 hours of overtime are built into every cycle whether or not anyone ever picks up an extra shift. That built-in overtime is expensive and predictable, which is why it drives so much of what happens at contract time.

A 9-day Kelly rotation is just one way to arrange a three-platoon schedule, and on its own it still averages about 56 hours a week, the same as a plain 24/48. The hours only drop when the department schedules an actual Kelly day off on top of the rotation. That added day off is the reduction, not the 9-day pattern.
